Agora will not launch everywhere at once. The first version will live in a single city, chosen deliberately, because civic infrastructure is built in places — not in the abstract.

We are weighing a small set of criteria: the responsiveness of local officials, the presence of civic-minded residents, and the existence of issues concrete enough that participation can be measured against outcomes.
