Optimizing for engagement converts civic intent into outrage and noise, destroying the signal the platform exists to carry.
The pattern
A platform adopts the metrics and mechanics of consumer social media, time-on-site, virality, gamified participation, to grow. Those mechanics reward the loudest and most extreme content, and the civic signal the platform was meant to carry drowns in noise.
How it shows up
Feeds tuned for outrage; vanity metrics standing in for civic value; the most strident voices crowding out representative ones; "growth" that erodes the product's reason to exist.
What Agora does about it
Agora refuses engagement-maximization, dark patterns, and gamification. It has no feed tuned for virality and no vanity metrics standing in for civic value. What it measures instead is constituency-weighted signal, how a district's own residents respond, rather than reach or noise.
