The supply-side cold start
Two-sided civic platforms stall waiting for the side that was never going to show up first.
The pattern
A participation platform needs both citizens and officials present before either side finds it worthwhile. Most launch expecting one side, usually citizens, to arrive first, and stall when the other side never does. The market is two-sided; the launch is one-sided.
How it shows up
Sign-ups with no one on the other end to respond; officials treating the platform as one more inbox to ignore; citizen energy that arrives, finds no counterpart, and leaves.
What Agora does about it
Agora seeds the supply side from day one. It auto-aggregates officials' public records, the bills, votes, and public statements they are already producing, so the platform carries real content before any official actively posts, and citizens who arrive find something to engage with rather than an empty room.
